  4. Dow Corning tries to shore up its sagging image

  7.     It was a textbook case of crisis mismanagement. Hit by
  8. hundreds of lawsuits and a federal probe into the safety of its
  9. silicone breast implants, Dow Corning spent much of the past
  10. year hunkered down in a defensive crouch -- stalling
  11. investigators, sitting on evidence and minimizing the complaints
  12. of women who said the devices caused them pain, disfigurement
  13. and serious autoimmune disorders. By the time the Food and Drug
  14. Administration called for a ban on the implants last month, Dow
  15. Corning's health and safety problem mushroomed into a public
  16. relations disaster.

  18.     Now, belatedly, the company that produced most of the 1
  19. million to 2 million implants for American women is attempting
  20. to make amends. Having hired former Attorney General Griffin
  21. Bell to review its past handling of the safety issue, it moved
  22. quickly last week to put forward a new, more open corporate
  23. face, replacing intransigent chief executives and releasing
  24. hundreds of documents that it had tried for months to keep out
  25. of the public eye.

  27.     To a large degree, Dow made a virtue of necessity. The FDA
  28. had threatened to make the documents public anyway, and some of
  29. the most damaging information had already leaked to the press.
  30. Still, the firm's moves last week reflected a new public
  31. relations savvy, if not a heightened corporate conscience. First
  32. it stopped the hemorrhaging of bad news by putting out all the
  33. documents at once. A few hours later, it announced the bold
  34. management changes.

  36.     Dow Corning's new chairman, Keith McKennon, a veteran of
  37. Dow Chemical's Agent Orange and dioxin crises, promised to
  38. cooperate with the FDA and hinted that the company might even
  39. help women who wanted their implants removed and could not
  40. afford the surgery. But Dow Corning's problems are not over.
  41. Last week a congressional committee asked for a criminal
  42. investigation into the firm's handling of implants. Among the
  43. evidence: a 1980 memo from a Dow Corning salesman complaining
  44. that the company's decision to put "a questionable lot of
  45. mammaries on the market . . . has to rank right up there with
  46. the Pinto gas tank."
